General Information

Construction Process: The construction process will follow this general pattern: Pulverizing the existing pavement, removing the existing curb, replacing underground sanitary sewer, water main, and services to lots, replacing and installing some new storm sewer, grading for the new street, installation of curb & gutter, asphalt base course paving, sidewalk installation,  sod restoration and then final asphalt wearing course paving.  Private utilities (Gas, electric, phone and cable TV) will also be performing some work on their facilities during the project.

  1. Tree removal: Care will be taken to save trees where feasible, but some trees near the street will need to be removed due to these improvements. The removals will be kept to a minimum, and the property owner will have the option of having the tree replaced on private property near the street.Property owners will be allowed to select a type of tree from a pre-approved list.

  2. Pulverizing existing pavement: The contractor will start with a machine to grind up the existing street pavement into gravel in most areas. This gravel material will then be salvaged for use on the project. After this is done, any existing concrete curb that needs to be replaced will be removed.

  3. City underground pipe work: After the existing gravel is salvaged, the contractor will start work on the City’s underground utility pipes (storm sewer, sanitary sewer and water main). During this time, there will be continual sanitary sewer service and some minimal disruption in water service where water main is being replaced on Old South Main Street. The contractor will provide temporary water service connections to properties in this water main replacement area.

  4. Grading and curb & gutter: After the underground pipes are installed, another crew will start grading the road and preparing it for gravel. The contractor will then place enough gravel to be able to construct the concrete curb and gutter.Properties with direct access to Old South Main Street and 16th Avenue will be given notice when the curb and gutter is to be installed so they can move your vehicles out of the driveway for 5-6 days as the concrete cures.Commercial drives will likely be done half at a time since they are wider and to maintain business access. We ask that vehicles be parked elsewhere during the day of curb construction. After that they will be able to be parked in front of the property alongside the new curb during the 5-6 days that it takes for the concrete to cure. After this the contractor will backfill behind the curb to protect it. Trail construction will follow the curb construction as soon as possible.

  5. Asphalt base course paving: After the curb has cured, the first layer of asphalt will be paved.

  6. Restoration: The contractor will begin to grade behind the curb after the curb has cured to match your property to the curb elevation. If you had a tree removed on your property, you will have the option of having it replaced at this time. Topsoil and seeding or sod will be then be done. It is very important to water any sod so that it takes root and survives. The Contractor will help water it for the first three weeks, but after that it is the property owner’s responsibility to maintain. There will be no sod replacement. Please help water your sod so it survives!

  7. Final asphalt wearing course paving: After the restoration work is complete, street signs will be installed and the final layer of asphalt will be paved.

  8. Private utility work: A number of utilities (gas, electric, phone, cable, etc.) will be replaced or relocated throughout this year’s project area. This work is necessary for the proposed utility and street construction. The private utilities will have their own crews or will hire their own subcontractors to do this work.

Communication and cooperation will help this project be successful for all. If you have an event scheduled (graduation, open house, garage sale, etc.) please contact a representative below prior to the event and we can work with the contractor to coordinate access. If you experience any disruption in services (water, power, phone, etc.) during the construction period, please contact someone on the below list right away.  The sooner we are aware of an issue with service, the sooner we can work with the contractor or utility company to correct the disruption
